2. Packaging requirements: Transport in steel seamless cylinders and dedicated cryogenic insulated tanks (the "Registration Certificate for Use of Special Equipment" and annual inspection report of the tank are required).

2.1 Cylinder Safety: All compressed gases must comply with the GB/T 5099-2019 "Steel Seamless Gas Cylinders" standard.

2.2 Label specification: The gas name, hazardous characteristics, etc. shall be labeled in accordance with GB 16804-2011 "Warning Labels for Gas Cylinders".

2.3 Steel cylinders need to be inspected regularly. The inspection requirements shall comply with GB 8334-2022 "Periodic Inspection and Evaluation of Gas Cylinders".

2.4 Colors and markings shall comply with GB 7144-2016 "Color Markings for Gas Cylinders". As required, the "two rings and one cap" must be fully equipped.

3. Collection period: Permanent.

4. Service location: No. 85, Xingfu South Road, Rare Earth High-tech Zone, Baotou City, Inner Mongolia.

5. Scope of procurement: This procurement includes gas transportation and filling.

II. Basic Requirements for Supplier Qualifications (All of the Following Conditions Must Be Met)

1. Qualification conditions: Independent legal entity, with business license covering "hazardous chemical operations" or "industrial gas sales", and having obtained a "Hazardous Chemicals Business License" (with the scope of license including the supplied gas);

2. Safety requirements: No major quality/safety accidents in the past three years (provide a "Safety Production Commitment Letter") and obtain a "Safety Production License". Dealers need to provide a letter of authorization from the manufacturer and the manufacturer's "Safety Production License";

3. Transportation requirements: Self-owned or entrusted transportation units must provide a "Road Hazardous Goods Transportation License" (category: including the gas supplied).

4. This project is only open for registration by a single entity and does not accept participation from any form of consortium.

5. Have no record of major violations of laws and regulations, and possess a good business reputation; provide a screenshot of the query results showing no dishonesty record on the "National Enterprise Credit Information Publicity System" or the "Credit China" website.
