Inner Mongolia Jinhai New Energy Technology Co., Ltd. (referred to as "Jinhai Stock", stock code: 832390) is located at 85 Xingfu South Road, Rare Earth High tech Zone, Baotou City, Inner Mongolia. In order to meet the continuous production and operation needs of Baotou factory, ensure stable supply of raw materials, further standardize the procurement process, and open, fair, and transparent procurement business, we are now soliciting interested parties for the steel plate category from the society. Qualified and qualified suppliers are welcome to participate in the consultation and registration. The specific requirements and procedures are as follows:

1、 Basic Information

1. Quality requirements:

Quality testing complies with international, national, and relevant industry standards. Ultrasonic testing is qualified at Level I, and ultrasonic testing of stiffeners, flange plates, and anchor plates is qualified at Level I, meeting the requirements of NB/T47013.3-2015 standard. All dimensional deviations of steel plates shall be executed in accordance with GB/T709-2019 (thickness deviation of cylinder sections, stiffeners, and flange plates shall be classified as Class B, and thickness deviation of anchor plates shall be classified as Class N). The unevenness of steel plates shall be executed in accordance with GB/T709 standard for Class L steel. The performance of the plates shall comply with the requirements of GB/T1591-2018, and the ordering standards shall comply with GB3274-2017, all of which are double fixed length, four cut edge, hot-rolled. The production steel plant requires GL certification, and each specification and model of steel plate shall be rolled according to the same furnace number and batch as much as possible.

1.2 It is expected that the annual procurement volume in 2026 will be 10000 tons, based on the bidding weight of each project.

4、 Qualification requirements

4.1 Possess independent legal personality, have the ability to independently assume civil liability, and be able to provide a copy of the business license with a unified social credit code. The business scope of the business license must include steel production or sales related businesses.

4.2 Have a stable source of goods, possess the necessary warehousing, transportation capabilities, and professional technical personnel to fulfill the contract.

4.3 Having similar service experience, performance certification documents (copy of contract) are required.

4.4 Have a sound financial accounting system and be able to issue value-added tax special invoices that comply with national regulations.

4.5 Not included in the list of dishonest enterprises published on the "National Enterprise Credit Information Publicity System" or "Credit China" website.

4.6 This project is only open to registration by a single entity and does not accept any form of consortium participation.

5、 Material Requirements for Soliciting Units

5.1 The collecting unit shall provide a copy of the business license (including the unified social credit code, and the business scope must be clear and identifiable) and affix the official seal.

5.2 Identity certificate or power of attorney of the legal representative, and a copy of the authorized person's ID card.

5.3 The soliciting unit shall provide at least 2 copies of steel product supply performance within the past year, stamped with the official seal.

5.4 The collecting unit shall provide screenshots of the "National Enterprise Credit Information Publicity System" or the "Credit China" website for checking no records of dishonesty.

5.5 The soliciting unit shall provide financial statements (including balance sheet and income statement, stamped with official seal) for the past year.

5.6 The collecting unit shall provide the "Supplier Basic Information Form" (see Annex 2 for details).

5.7 Other supplementary materials (optional): Enterprise tax credit rating certificate (such as A or B level), company organizational chart, core business rules and regulations, information management system usage instructions or screenshots, etc.

6、 Screening and follow-up matters

6.1 We will organize a review team to conduct a comprehensive review of the qualifications, performance, and supply capabilities of the registered suppliers, and conduct on-site inspections if necessary.

6.2 Approved suppliers will be included in our list of qualified suppliers, and subsequent procurement will be carried out through methods such as inquiry, bidding, and open negotiation for cooperation.

6.3 Suppliers who fail the audit will not be notified separately, and the submitted materials will not be returned.

7、 Other instructions

7.1 This solicitation is only for the purpose of establishing a list of qualified suppliers and does not represent specific procurement needs. We reserve the right to adjust the solicitation categories and requirements.

7.2 All materials submitted by suppliers must be true and valid. If there is any fraudulent behavior, the registration qualification will be immediately cancelled and included in the supplier blacklist upon verification.
