Announcement of Call for Suppliers (Contractors) for Anchor Plate Welding Project in 2026

Jiangsu Jinhai New Energy Technology Co., Ltd. (hereinafter referred to as "Jiangsu Jinhai") specializes in anchor bolt assemblies, counter-balanced flanges, concrete towers, and truss towers. In accordance with relevant regulations, we are now implementing a competitive negotiation process for the procurement of suppliers (contractors) for the 2026 anchor plate welding project. Suppliers meeting the corresponding requirements are welcome to participate in the negotiation. The details are as follows:

1. Collection conditions

The project collector is Chen Danian, and the project funds have been secured. We are now openly soliciting legal entities with professional service capabilities in anchor plate welding to participate in the selection process for undertaking our anchor plate welding project in 2026.

II. Project Overview and Scope of Services

(I) Project Overview

The 2026 anchor plate welding project encompasses welding services for anchor plates, tooling, and supports of various models of steel towers and hybrid towers. With an annual output of approximately 5,000 tons, the anchor plates are primarily made of steel materials such as Q355D and Q355NE, with plate thicknesses ranging from 30 to 200mm and weld widths from 150 to 1,000mm. The welding process includes core procedures such as arc plate butt welding. Specific details are subject to the actual engineering drawings and technical requirements. The welds must meet the Grade I ultrasonic testing requirements of NB/T47013.3. The project quality must comply with current national and industry standards, ensuring a 100% pass rate for the finished welding products.

(II) Scope of Services

Including but not limited to the processing and manufacturing of anchor plate raw materials, such as material receiving, beveling, welding, grinding (double-sided grinding, removal of arc striking and extinguishing plates), leveling, feeding, etc. Upon receiving the production order, the winning bidder shall immediately organize production according to the production plan, with a daily delivery capacity of not less than 20 tons.

III. Qualification requirements for participating units

1. Legal Person Qualification: Possess the ability to independently bear civil liability, hold a valid business license, with business scope including steel structure welding or related engineering services, and be capable of independently signing contracts and fulfilling obligations.

2. Professional Qualifications: Possess a professional contracting qualification for steel structure engineering, with the certificate being within its validity period; welding operators must hold valid special operation certificates. The types of work should include manual metal arc welding, submerged arc welding, grinding, leveling, rounding, etc.

3. Performance requirements: Within the past 3 years (calculated from the date of the announcement), there must be at least 3 similar performance records in anchor plate welding or steel structure welding projects. Supporting documents such as the letter of acceptance and construction contract are required.

4. Reputation requirements: Not included in the list of dishonesty and dishonesty subjects of major tax violations on the "Credit China" website, not in the period of prohibition from participating in activities recorded in the information of serious illegal and dishonesty behavior in government procurement on the China Government Procurement Network, and no major engineering quality accidents, safety accidents, and administrative punishment records in the past 3 years.

5. Other requirements: Subcontracting and outsourcing of the project are not allowed in this solicitation; the bidder must have a good record of paying taxes and social security funds in accordance with the law, and provide proof of social security payment and tax payment vouchers for the past 6 months.

IV. Materials required for nomination

The participating units are required to organize the materials in the following order, bind them in triplicate, affix the unit's seal across the pages, keep the originals for reference, and affix the official seal on all copies;

1. Basic corporate information: business license, qualification certificate, safety production license, bank credit certificate, financial audit report (for the past 3 years, or since its establishment if it has been established for less than 3 years);

2. Personnel information: identity certificate and photocopy of identity card of the legal representative, power of attorney (original) and photocopy of the authorized person's identity card, qualification certificates of project leader and core technical personnel, social security certificate;

3. Performance information: supporting materials for similar project performance in the past three years, and customer evaluations (if available);

4. Service Commitment: After-sales Service Commitment Letter, Quality Compliance Commitment Letter, No Subcontracting Commitment Letter;

5. Credit information: Screenshot of credit inquiry from "Credit China" and the Chinese Government Procurement Network (inquiry date is after the announcement);

V. Collection Process

1. Announcement release: The announcement will be released from January 20, 2026, to January 30, 2026.

3. Data review: Our company will organize a review panel to conduct qualification review and comprehensive evaluation of the submitted materials, focusing on verification of qualifications, performance, technical capabilities, etc.

4. Result announcement: After the review is completed, the list of selected units will be announced for 3 working days. If there are no objections after the announcement, they will be officially included in the 2026 annual anchor plate welding contractor database;

5. Contract signing: The selected unit must sign a cooperation framework agreement with our company within 7 working days after the publicity period ends, clarifying the rights and obligations of both parties, service standards, settlement methods, and other relevant content. (Failure to sign the agreement in the future will be deemed as a waiver.)

VI. Other Instructions

1. The information submitted by the participating units must be authentic and valid. If any false information is found, the eligibility to participate will be immediately cancelled, and the unit will be included in our company's blacklist for cooperation;;

2. Candidates are responsible for all expenses incurred during the registration and evaluation process, and our company will not provide any compensation;

3. Our company reserves the right to adjust the list of contracted units based on actual business needs. The selected units must undergo annual assessment, and those who fail to meet the standards will be disqualified from cooperation;
